SWSD Seeks Applicants For Citizen’s Bond Oversight Committee
South Whittier School District’s Citizen Bond Oversight Committee currently has vacancies and is continuing to accept applications.
The Bond Oversight Committee must have at least seven members. In addition to two members of the community at large, there must be at least one member from each of the following groups:
- One member who is active in a business organization representing the business community located within the school district.
- One member who is active in a senior citizen's organization.
- One member who is the parent or guardian of a child enrolled in the school district.
- One member who is the parent or guardian of a child enrolled in the school district and is active in a parent-teacher organization.
- One member who is active in a bona-fide taxpayer's organization.
The Bond Oversight Committee may not include any employee or official of the school district or any vendor, contractor, or consultant of the school district. Members must be at least 18 years old, and preference will by given to members who live within the geographic boundary of the District.The committee will be responsible for making reports to the Board of Trustees and the community about bond expenditures. The committee is required to meet at least once a year but it is estimated that the Committee will meet approximately 4 times per year. The next meeting is scheduled for June 19, 2019 at 4 pm. Additional specific meeting dates will be determined by the Committee. Committee members will be appointed by the Board of Trustees to serve a one or two-year term. A maximum of three consecutive, two-year terms is allowed under the law.
The Board of Trustees will select the Committee taking into account the applicant's professional and/or practical experience, the applicant's recognition in or contribution to his/her community, the diversity of experience on the Committee as a whole, and representation on the Committee from various communities within the district.
The South Whittier School District Board of Trustees has established a Citizen's Bond Oversight Committee to review expenditures from construction activity associated with Measure QS, which was approved by District voters on November 8, 2016. It was that election that issued up to a $29 million aggregated principal amount of the District’s general obligation bonds, or “Measure QS”. The Committee is responsible for ensuring that bond revenues are used only as voters intended and for informing the public of bond expenditures. The Board invites all interested community members to apply for service on the Bond Oversight Committee.

El Comité de Supervisión de Bonos debe tener al menos siete miembros. Además de dos miembros de la comunidad en general, debe haber al menos un miembro de cada uno de los siguientes grupos:
- Un miembro que trabaje en una organización empresarial que represente a la comunidad empresarial ubicada dentro del distrito escolar.
- Un miembro que forme parte de una organización de la tercera edad.
- Un miembro que sea padre o representante de algún niño matriculado en el distrito escolar.
- Un miembro que sea padre o representante de algún niño matriculado en el distrito escolar y que sea parte de una organización de padres y maestros.
- Un miembro que forma parte de una organización de contribuyentes de buena fe.
El Comité de Supervisión de Bonos no podrá incluir ningún empleado ni funcionario del distrito escolar ni ningún vendedor, consultor o contratista del distrito escolar. Los miembros deben tener al menos 18 años, y se dará prioridad a aquellos miembros que vivan dentro del límite geográfico del distrito.
El comité será responsable de realizar informes para la Mesa Directiva y la comunidad acerca de los gastos de bonos. El comité se tendrá que reunir al menos una vez al año, pero se calcula que se realicen aproximadamente 4 reuniones al año. La próxima reunión está programada para el 19 de junio de 2019 a las 4 p.m. El comité determinará las fechas para las reuniones adicionales. La Mesa Directiva nombrará a los miembros del comité para servir en periodos de uno a dos años. La ley permite ejercer un máximo de tres periodos consecutivos de 2 años.
La junta directiva seleccionará el comité tomando en cuenta la profesión del aspirante o la experiencia laboral, la contribución o reconocimiento del aspirante en su comunidad, la diversidad de experiencias del aspirante y la representación en el comité de varias comunidades dentro del distrito.
La Mesa Directiva del Distrito Escolar South Whittier estableció un Comité de Supervisión de Bonos de Ciudadanos para la revisión de gastos producidos por las construcciones asociadas con la Medida QS (Measure QS), la cual fue aprobada por los votantes del Distrito, el 8 de noviembre de 2016. En esas elecciones, se aprobó la emisión de hasta 29 millones de dólares del monto principal adicional de los bonos de obligación general del distrito, o "Medida QS". El comité es responsable de asegurar que los ingresos de los bonos se usen solo para lo que fue previsto por los votantes, y de informar al público sobre los gastos asociados a estos. La Mesa Directiva invita a todos los miembros de la comunidad interesados a que soliciten formar parte del Comité de Supervisión de Bonos.
